That's how they treat their own delegates. No strollers! Terrorists could come in disguised as babies with chemical and biological weapons in their diapers! (The line about they could "block aisles" is BS, as anyone who's navigated amusement parks with 'em knows- they can design the "amusement park" to accomodate them.) Anyone who's read Foucault's Discipline and Punish: The Birth of the Prison (English title, of course) understands that this is kind of a natural expression of a party of people who don't like giving folks decision making authority.
